Shipping not Calculating

I have an issue with the one page checkout.

We are using the icetheme_thestore template, UPS shipping, Joomla 2.5.8 and Virtuemart 2.0.18a.

When a user goes to the checkout page, the enter the bill to information and then click the button "Add/Edit shipment address". If the user doesn't put anything in those fields it doesn't charge them shipping. Even though the shipping is show in the next box "Shipment Information".

We are not sure how to make the fields in the Ship To section required if they press the "Add/Edit shipment address" check box.

Anyone having this issue and what solutions did you come up with?
