Bug on Tax Rate by Shipping Address

If you go to VM, and click on Tax->Add Tax Rate you will be surprised that the tax won't update on the checkout page.
I used 0.09 as tax rate for California-US. If I change the state on billing address and the "default (Same as billing)" option is selected in Shipping Address, nothing will happen.
Only if you click on the "New Address" option and you fill the fields, the tax rate will be updated.

Hello Steve, do you have "country" field enabled in your Virtuemart? It is very probable that this problem occurs to your admin user as it does not have a proper country/state selected in it's virtuemart shopper info.

We might also need to know which OPC template are you using. The address detection might fail if the template renders improper user_info_id for the default address.

We've just tested this with threecolumn_special_2 and there seems not to be a problem.
