please proceed to Virtuemart -> Admin -> Manage User Fields -> Locate "Send Registration" delimeter -> Click the first column to unpublish it.

to remove Agreement header if it is already disabled in Virtuemart, you can edit OPC template files in
/components/com_virtuemart/themes/default/templates/onepage/YOUR_SELECTED_THEME_OR_NONE/onepage.logged (and unlogged).tpl.php

Search for
<legend><?php echo $VM_LANG->_('AGREEMENT...'); ?> </legend>

You may delete whole legend section.
