EU VAT checker

Virtuemart store. There is an issue where the EU VAT number validator
does not work when enabled, and it displays the following error:
“The EU validation service is currently not available in your country.
Please try again later. INVALID_REQUESTER_INFO.”
Another problem is that in certain cases the field label does not
disappear (e.g., VAT Number), only the input field itself.
